Public policies and adaptation to climate change

Definition, context

Adaptation to climate change is defined by the IPCC as “an approach to adjusting to the current or expected climate and its consequences”. It aims to reduce the vulnerability of socio-economic and natural systems facing climate-related changes and disturbances. The goal is to strengthen the resilience of those systems. This is done through implementing long-term strategies at the global, national, regional and local levels, as well as integrating climate issues into national policies and programs.

By signing the Paris Agreement in December 2015, 193 countries committed to Nationally Determined Contributions (NDCs): concrete commitments made to fight climate change. Every 5 years, these commitments are revised. National Adaptation Plans, Climate Change Programs, etc are thought to implement these goals. NDCs are translated into sectoral public policies and concrete action plans for sectors most impacted by climate change (agriculture, forestry, biodiversity, water resource management). The implementation of these policies and strategies requires a global vision of both the opportunities and risks at stake, in the short and long term.
